towards prevention rather than only just tackling air pollution when limits are

the Worthing – Lancing improvement and been forced into an embarrassing rethink
of their Arundel preferred scheme. They have now scrapped the latest plans to
rescue Chichester from motorgeddon.<o:p></o:p></span></div>

issue was recently highlighted in the national press, with the publication

development in Durrington Nr Worthing. Whether it was due to an enlightened
planning department or luck but local campaigners were able to input the idea

bogged down with rumours that if schemes are not started before 2020 they will
fail the RIS1 deadline. Clearly if it was just the A27 corridor schemes that
faced delay it could be put down to pressure of work etc, but scheme delays are
reported to be nationwide.<o:p></o:p></span></div>

not in any particular order they are.<o:p></o:p></span></div>

scheme will cause damage to the environment, make pollution worse and create
more traffic anyway.<o:p></o:p></span></div>

for decisions they are delayed.<o:p></o:p></span></div>

correspondence between a senior HE manager and a trusted correspondent we know.<o:p></o:p></span></div>

owners in a slip-road just east of the Manor roundabout in Lancing have been
contacted by HE for permission to undertake surveying work in their gardens.
This has raised concerns of Compulsory Purchase.<o:p></o:p></span></div>

<span style="background: white; color: #030303; font-family: "nirmala ui" , "sans-serif";">The HE manager in question confirmed permission
was requested as they needed to do survey’s along both sides of the A27 Worthing-Lancing

topographical, environmental and air/noise pollution reasons.<o:p></o:p></span></div>

<span style="font-family: "nirmala ui" , "sans-serif";">The
manager went on to say that the department of Transport has not announced
whether the scheme tabled last year, or a larger scheme will be planned for
this upgrade.<o:p></o:p></span></div>

asked if the New Monks Farm (NMF) (IKEA etc) planning approval indecision would
affect the scheme. He replied they had redeveloped the scheme to take in all
the issues and objections made this time last year. Also they had taken into
account the impacts of the NMF including IKEA (which they failed to do last
year).<o:p></o:p></span><br />
<span style="font-family: "nirmala ui" , "sans-serif";"><span style="font-family: "nirmala ui" , sans-serif; font-size: 13pt;">Surprising
then he was unaware that, if NMF was approved, then the developer’s scheme
for the Manor Roundabout would be implemented with a contribution of £640,000
from that developer!</span></span></div>

asked what would happen if the result of last years consultation was rejected
by government following the local MP’s visit to SofS Chris Grayling. And secondly
would an alternative scheme be scheduled for the RIS2 budget period with work

thriving and healthy economy in Sussex according to the report ‘A New Transport
Vision for the Sussex Coast’ out today (19 April) [1].<o:p></o:p></span></b></div>

transport consultancy ITP [2], calls for a more inclusive and integrated
approach to transport. It claims that a coordinated rethink could ease
congestion in the county and cut car usage by more than 10%. <o:p></o:p></span></div>

morning by the <i>South Coast Alliance for
Transport and the Environment (SCATE) </i>[3]<i>,</i> challenge existing road plans, such as those for the A27

particular for the young, old and disabled, not just people who have access to

glee by some that 5A will solve Arundel’s grief is not borne out by the traffic
data. Yes there will be a temporary reduction in traffic along the route that
presently goes through part of Arundel town. However those who took the trouble to
look at the consultation brochure would have seen on page 24 the traffic flow
by 2041 is expected to be 38,200, and that is only 800 vehicles short of the 5A
by-pass design capacity. traffic data confirms traffic flow at present on the A27 between Fontwell and

presented by WSCC Officers to the Environmental and Community Services Select

each of the A27 scheme in isolation to each other, might not pick up the
pent-up traffic demand. This clearly is illustrated by traffic diverting to
other West/East routes to avoid Arundel etc such as the A259, A29, A283 etc. But more
importantly, although </span><em><span style="background: white; font-family: "calibri" , sans-serif; font-size: 14pt; font-style: normal;">unsubstantiated</span></em><em><span style="background: white; font-family: "calibri" , sans-serif; font-size: 14pt; font-style: normal;"> until HE releases the figures</span></em><span style="font-size: 14.0pt; mso-ascii-font-family: Calibri; mso-bidi-font-family: Calibri; mso-hansi-font-family: Calibri;">, 18% of traffic re-routing on to the A3M.<o:p></o:p></span></div>

been met with dismay and some anger with Mike Tristram representing the

traffic, environmental and community reasons why the officers’ recommendation
to support Option 5A should be rejected. Appalling damage to Binsted

section on its own. The idea is to look at the full length of the Chichester – Shoreham corridor then decide what is best. (Now when did we first say that – 1987?).<o:p></o:p></span></div>

at a meeting organised by a residents’ association that both local MP’s have gone to Government for more money to build flyovers instead of traffic signals

our guns and repeat the best thing for everyone to do is throw out all A27
options. Perhaps then transport planners’

will scar the priceless setting of historic Arundel.<o:p></o:p></span></div>

also a new offline two lane dual carriageway from the Crossbush Junction. In this

It too requires new over-bridges at the railway and River Arun, again clearly both
alien structures. <o:p></o:p></span></div>

the Arundel scheme is about one thing and that of course is through traffic. By
spending vast sums on these grandiose schemes no money is left to repair

around more reliably and efficiently, those who can use other modes than the car

were pleased to publish the thoughts of the local representative of walking and
cycling charity Sustrans. This week we focus on what our local MP’s have to
say.<o:p></o:p></span></div>

<span style="background: white;">Tim Loughton for
East Worthing and Shoreham is none to pleased with what consultants’ acting on
behalf of Highways England have come up with. Commenting in the Worthing Herald
he said:<o:p></o:p></span></div>

<i><span style="background: white;">‘The study has identified
other more substantial proposals involving grade separation that would be
effective but which they have been unable to pursue because they exceed the
Department for Transport’s indicated budget. We have been saying this all along
and so Peter Bottomley and I went straight to see Chris Grayling last week to
explain how we need to look at a larger budget more in line to that which the
Arundel stretch is working on.’<o:p></o:p></span></i></div>

<span style="background: white;">So with a budget
of £300million that Arundel have, what could Worthing get for the sort of
money?<o:p></o:p></span></div>
<div class="MsoNormal">
<span style="background: white;">Well it’s unlikely
even that amount of money would be enough to build the multilane dual carriageway
through the town so eagerly wanted in 2014 by the MP. However there is a
worrying comment contained in the MP’s latest newsletter. He said:</span><span style="background: white;"><o:p></o:p></span></div>

<i><span style="background: white; letter-spacing: 0.2pt;">“In the
absence of a bypass through the Downs being an affordable or effective
proposition at this time the only solution is for grade separation involving
flyovers and/or underpasses at the key junctions. We are pleased that Highways
England have looked at these options and clearly identified major benefits but
have not been able to explore them further as they come in over the indicated
budget.</span>”<o:p></o:p></i></div>

What this of course means it’s a
scheme that will do nothing for local traffic but everything to speed long
distance HGV’s through the residential area.<o:p></o:p></div>

So what has Sir Peter Bottomley
the Worthing West MP’s had to say about this saga, well…eh not much that we
could find?<o:p></o:p></div>

He has of course teamed up with his
chum Tim Loughton to visit <span style="background: #F9F9F7;">Transport
Secretary Chris Grayling</span> to see if the money tree can be shaken again,
but is tight lipped whether the trip was worth while.<o:p></o:p></div>

Arundel is happy to strongly support a full bypass for his town, acknowledging there

<span style="font-size: 13pt;">Having read the booklet giving a
possible solution to the problems of the A27 in our area I thought I should
highlight the weakness in the scheme Highways England would like us to approve.
High on that list is their failure to provide a sustainable option </span><span style="font-size: 13pt;">to the never ending traffic
growth. This is responsible for poor air quality, climate change and the demand
for safer cycling provision.</span><span style="font-size: 13pt;"><o:p></o:p></span></div>
<div class="MsoNormal">
<span style="font-size: 13pt;">So my thoughts here refer mainly to the Benefits and Impacts on pages
21-22. These are important and there are some significant errors and omissions!<br />
<br />
<b>LONG-TERM TRAFFIC DEMAND</b><br />
<br />
The statement that is grabbing the headlines is on page 21 of the booklet under
“Long-term traffic demand”:<br />
<br />
<i>“The improved junctions do not have sufficient capacity to cater well for
peak period traffic in the longer term, due to planned developments and natural
growth in population. Local authorities would need to consider measures to
reduce long term growth such as traffic restraint policies, improvements to
public transport and increased cycling and walking.”</i><br />
<br />
The key point here is that even Highways England is conceding that at some
point we have to plan to reduce demand. Of course, the earlier we invest in
those measures, the more effective they will be, especially if they are part of
some joined-up transport planning, not treating the A27 as if it exists in
isolation.<br />
<br />
The reaction of MPs and council leaders to demand even more money to be spent
on the least sustainable mode of transport to expand the capacity of the roads
even further, must be resisted. This only defers the problem, generating even
greater car dependency, making it harder to improve air quality, reduce carbon
emissions, avoid community severance etc. Any such proposals will inevitably
split the community because the impacts are that much greater.<br />
<br />
<b>AIR QUALITY</b><br />
<br />
The level of benefit [p21] is assessed as neutral – less congestion, but more
traffic – with the full scale of impacts to be undertaken at the next stage.
This needs to be challenged on two counts: <br />
<br />
- Air quality already exceeds safe limits in much of the area around the A27,
which is why it is an Air Quality Management Area. The objective is to improve
air quality so that it is safe, not to lock it in at unsafe levels. This is
what a greater volume of traffic will do, making it harder and more expensive
to improve air quality. The impact is therefore significantly adverse, not
neutral.<o:p></o:p></span></div>
<br />
<div class="MsoNormal">
<span style="font-size: 13pt;">- The West Sussex Transport Plan 2011-2026 identifies that “increased
transport movements within [Worthing] Borough are detrimentally affecting air
quality, particularly at the AQMA on the A27 <b>and at other sites where NO2
levels are close to being exceeded</b>. The scheme is expected to draw traffic
away from other roads, and we need an assessment of the effect at these other
sites.<br />
<br />
<b>CLIMATE CHANGE / GREENHOUSE GAS EMISSIONS</b><br />
<br />
The Climate Change Act (2008) requires a reduction in greenhouse gas emissions
by at least 34% by 2020 and 80% by 2050 from 1990 levels. In 2013, domestic and
international transport accounted for 26% of all UK greenhouse gas emissions.
And yet this major road scheme has no assessment of the impact of increased
volumes of traffic on greenhouse gas emissions.<br />
<br />
At best some reduction in congestion might offset increased volumes of traffic.
However, as with air quality, this locks in existing levels, making it harder
achieve targets to reduce emissions. This is a significant negative impact and
it’s omission from the assessment is a climate crime!<br />
<br />
<b>SAFETY [Cycling]</b><br />
<br />
The provision for cyclists is to make pavements shared use; with is no
continuous priority at side roads; and toucan crossings at major junctions.
Note that at Offington Corner, cyclists travelling north-south will have to
negotiate no fewer than FIVE separate crossing points [page 11]. <br />
<br />
This is at odds with the WS Walking & Cycling Strategy, which states: <br />
<br />
<i>“A priority ambition is to create a
network of high quality segregated inter-community routes that would typically
be aimed at cycling. The design of these new routes should be based on an
approach that will create high quality segregated paths following major, high
speed (40mph and above) corridors that are continuous. The main advantages of
such routes are that they: <br />
• Appeal to both faster cyclists and less confident ones <br />
• Avoid conflict with motorised traffic <br />
• Can enable an increase cycling where local demand is high”</i><br />
<br />
Cyclists should be demanding that the scheme delivers infrastructure of this
quality on both the A27 AND the A24. The quality of the cycling infrastructure
must be good enough to get cyclists off the carriageway, and without conflict
with pedestrians. As is already the case on the A259 west of Worthing, if the
cycling infrastructure is poor, many cyclists stay on the carriageway. The
proportion of accidents involving cyclists rises especially at major junctions
that are not designed for cyclists. The impact of this scheme on cycling safety
is therefore potentially adverse.<o:p></o:p></span></div>

just when they would unveil their plans for the Worthing to Lancing section of
the A27, all was revealed Wednesday, 20 July.</span><br />

say it was greeted with great applause would be a long way from the truth, not
because it was an anticlimax but more because it was confusing.<o:p></o:p></span></div>

<span style="font-family: "calibri" , sans-serif; font-size: 13pt;">For
years its been known the traffic signals at three traffic hotspots are at best
unreliable and at worse cause the gridlock, so what have the designers of the
latest scheme done – oh yes decided to add 4 or is it 5 more sets of
signals.<o:p></o:p></span></div>
<o:p></o:p>

<span style="font-family: "calibri" , sans-serif; font-size: 13pt;">The<span class="apple-converted-space"> </span><em><span style="background: white; font-family: "calibri" , "sans-serif"; font-style: normal;">uncertainty</span></em><span class="apple-converted-space"> </span>on just what is on offer, is due to
the poor illustrations and write up of the option plan – yes there’s only one
option for the road, take it or leave it.<o:p></o:p></span></div>
<o:p></o:p>

<span style="font-family: "calibri" , sans-serif; font-size: 13pt;">Then
there is the confusion over the removal of right turns off the A27 and down
Sompting Road. Welcome news for residents’ who live along that road, bad news
for HGV’s wanting to get to the Industrial areas off Dominion road etc.<o:p></o:p></span></div>
<o:p></o:p>

<span style="font-family: "calibri" , sans-serif; font-size: 13pt;">Use
the A24 through Broadwater then Sompting Ave was the suggestion from the
hovering eh consultant being helpful, but couldn’t tell just how many HGV’s
that would be. Stand by the smog masks Cricketers’ Parade and the other shops.<o:p></o:p></span></div>
<o:p></o:p>

could go on and on about the failings of the consultants’ who have designed
this master piece. But a final example.<o:p></o:p></span></div>

<span style="font-family: "calibri" , sans-serif; font-size: 13pt;">There
are some 120 families as well as businesses that are on the south side of the
A27 between the Airport lights and the Manor roundabout. The plan is to remove
the roundabout that enables those folk – as well as those who use Grinstead
lane – to access the eastbound A27 carriageway.<o:p></o:p></span></div>
<o:p></o:p>

get to that eastbound route drive westward from the removed roundabout for
about a mile to the new junction at Hill Barn, then up Halewick lane onto
Meadowview road then Manor road etc until you eventually get to a new junction
party built within Manor Park – nearly opposite from where you set off from 3
miles or so ago. Isn’t that Brilliant?<o:p></o:p></span></div>

Yes it’s been 27 years since the last Public Inquiry into
the future of the A27 that carves its way through our residential area, one of
the most densely populated in Southern England. On that occasion due to the
public uproar, and after 10’s of millions of taxpayers pounds had been spent,
the crazy scheme was thrown out.</div>

So it looks as though we are going to go through the same procedure
as in the 1990’s (We have also had similar episodes’ in the 50’s. and 70’s) but
this time something might actually happen. However before anyone starts to
think of bypasses forget it, the budget for any work has been put at between
£50 and £100 million – a decent bypass would be in the region of £2.5 billion.</div>

So what might we expect to see at the various exhibitions?
Well from what has been reported out from the Stakeholder meetings that have
been taking place over the last few years. The plan is to increase the capacity
of the existing A27 between the start of the single carriageway at Cote Street
Worthing to just east of the Manor Roundabout at Lancing.</div>
<div class="MsoNormal">
Clearly everyone will have to visit the exhibition to find
out how exactly how this is to be achieved but what we do know from those
meetings selective dualling / widening, signal and roundabout improvements were
on the shortlist.</div>
<div class="MsoNormal">
However what is certain, in our opinion, if the capacity
of the road is increased history and the M25 has taught us more traffic will
fill the extra space created. More traffic and what do you get. Oh yes more
pollution of every kind, such as exhaust, noise and the latest fine particles
from tyres and brake and clutch linings.</div>

point of use NHS, an education system that provides us with well educated
youngsters and worry free twilight years for our elderly folk that most of us
want, we would also like to know how we are going to travel about this

<span style="font-size: 13pt;">Yet despite the seriousness of the problem my money
is on a deafly silence from the prospective parliamentary candidates on this decades old A27
saga.<o:p></o:p></span></div>

<span style="font-size: 13pt;">Clearly we are going to have to wait for the long
promised Highways England consultation on the road, now expected sometime in the
summer, together with a privately funded report on an Alternative Transport
Strategy for the Sussex Coast’. Of the two it's the later that might provide a glimmer of hope we all
want.<o:p></o:p></span></div>
<span style="background-color: white; font-size: 13pt;">Mind you if anyone is expecting an early settlement
forget it. With so many different suggestions by residents' on what to do about the road, a scheme that fits all will be
difficult find. There is then the knowledgeable local groups who are well versed
in all things A27 they also have well thought out plans, often controversial.</span><br />
<span style="background-color: white; font-size: 13pt;">So in the end it could be an MP local to the area and who is on the side of worried local residents’ that will ensure the correct decision is made – </span><b style="font-size: 13pt;">So Vote Wisely.</b></div>

lack of interest in serious local environmental issues, two local groups have
written to candidates standing in the May 4<sup>th</sup></span><span style="font-size: 13pt;"> </span><span style="font-size: 13pt;">County Council Election.<o:p></o:p></span></div>

<span style="font-size: 13pt;">The Groups, Transport for
Transition Worthing (TfTW) and By-Pass Not A27 Through-Pass (BPNATP) reported a mixed
response, with TfTW commenting: <i>‘</i></span><i><span style="font-size: 13.0pt;">It's not a
great response rate from those most likely to be elected’.</span></i><span style="font-size: 13pt;"> <o:p></o:p></span></div>

<span style="font-size: 13pt;">Meanwhile BPNATP were encouraged
by the number of replies and the thoughtful comments from candidates.<o:p></o:p></span></div>

<span style="font-size: 13pt;">Of course it remains to be seen
if fine words are translated into actions should these hopefuls have election
success. However as the county’s population increases and the already creaking
transport infrastructure in need of some serious investment, those elected have
to get to grip with the situation on day one.<o:p></o:p></span></div>

<span style="font-size: 13pt;">Yet that urgency is not a
reason to carry on with the same mistakes of the past. A radical new approach is
needed to how we are going to travel in the future. Yes the car is here for a while but the polluting one surely not. Some predict a driver less electric mobility
rented by the hour from the manufacturer and summoned by a phone app is the way ahead. However my money
is still on the tried and tested mass transport systems like the Train for medium to
long distance travel with the Bus, cycling and walking in between.</span></div>

understand just what is in the future for the A27. On the one hand there is The
Department for Transport (DfT) who designs the overall strategy on how the road
network will look over the coming years. On the other is Highways England (HE)
who implements that strategy.</span><span style="font-family: "calibri" , "sans-serif"; font-size: 4.0pt;"><o:p></o:p></span></div>

publications on the vision the DfT have, it has been apparent they want to see
the route at least upgraded to dual carriageway standard from Portsmouth to
Ashford in Kent. They also confirm the A27 is not only part of our Strategic Road
Network (SRN) it is also an important part of the Trans-European Network –Transport
(TEN-T)</span><span style="font-family: "calibri" , "sans-serif"; font-size: 4.0pt;"><o:p></o:p></span></div>

<span style="font-family: "calibri" , "sans-serif"; mso-ascii-theme-font: minor-latin; mso-hansi-theme-font: minor-latin;">The latest (March 2017) DfT publication
about the M25, while not at first glance seeming to have anything to do with
the A27, could in fact see the A27 become an important part of reducing the

find alternatives to travel, or to move traffic to more sustainable modes. But
the volume of travel means that road enhancements are also likely to be needed.<o:p></o:p></span></div>

are. You see in all the meetings we’ve been invited to, decision makers have
strongly made the point that there’s no money to do anything but the very minimum.
In Worthing that means modest junction and signal improvements. Any mention of a
bypass or Dual carriageway has been slapped down with force.</span></div>

Hastings to Ashford is dualled at sometime in the future then with the increase

the A27 (just east after the junction) it is 66365.<o:p></o:p></span></div>

comments have stated that at least 20% of A3(M) traffic would use the A27 if
the pinch points at Chichester, Arundel and Worthing Lancing were removed.<o:p></o:p></span></div>

what would happen if another 15041 joined the 49000 </span><span style="font-family: "calibri" , sans-serif;">already</span><span style="font-family: "calibri" , sans-serif;"> on the A27 at Chichester.</span></div>

option, but also a relief road for the present southern by-pass to cope with

course the worst possible multi lane dual carriageway schemes for Arundel and

better and cheaper way for the taxpayer and to avoid all this mayhem, to encourage more vehicle users to use other modes where possible. Then and only then, see if more road building is really

episode the government’s <span style="background: white; color: #545454;">Department

forecast to have very high levels of ambient air pollution, Public Health
England is advising people to reduce physical exertion, particularly when
outdoors and especially if they experience symptoms such as a cough or sore
throat. Adults and children with lung problems, adults with heart problems, and
older people, in areas where very high levels are recorded should avoid
strenuous physical activity. People with asthma may find they need to use their
reliever inhaler more often.”<o:p></o:p></span></div>

schools either closing or keeping children in doors.</span></div>

Worthing – Lancing corridor, a highly populated area with many schools and rest

remove the most polluting vehicles from the road. This can be done by imposing

the prescribed low emission test for that zone. Enforcement is done in a similar

seem harsh, the alternative is to reduce overall the amount of traffic that
uses this residential road.</span></div>

must prove they have the health of the nation as their first priority by acting
now. It’s no good hoping the wind will blow the problem away. Even if we had a
force 10 gale blowing every day, with the amount of new housing going up (not
to mention the IKEA superstore mooted for North Lancing) all the extra traffic
that’s generated not only will make an at capacity A27 even more congested, no
technical fix yet to be invented is likely to prevent the invisible toxic
pollution cocktail.<o:p></o:p></span></div>

all the announcements originally made by government that massive improvements
would take place, there is now considerable confusion over what will actually happen
long the Worthing - Lancing section of the A27 due to lack of funding.<o:p></o:p></span></div>

England (HE) presentation given to the A27 Working Group in Worthing is that
they are very early into the process for Worthing and Lancing and off the back
of work done in 2015, Government have now said that to improve the junctions
and capacity of the road, there would be a budget of between £50-100million.<o:p></o:p></span></div>

<span style="font-family: "segoe ui" , "sans-serif"; font-size: 11.0pt;">The meeting was told that a lot of effort
had gone into gathering feedback from stakeholders, it was also told that purchasing
many properties was far out of budget so was not an option anymore. Meaning a
full dual carriage way between Lancing and Worthing is unlikely. That leaves
only the option to improve traffic signals and particularly the junctions.<o:p></o:p></span></div>

<span style="font-family: "segoe ui" , "sans-serif"; font-size: 11.0pt;">Parsons Brinkerhoff (PB) the consultants are
now working on looking at designs and modelling so as to understand costs. The
consultation in public has now slipped to late spring/ early summer next year.<o:p></o:p></span></div>

questioned why more money could not be found when £300million was found for the
Hindhead tunnel rather than the £70millon originally budgeted. That extra is half
the bill for turning A27 into dual carriageway between Lancing and Worthing he
said. Adding why can’t we find more money? <o:p></o:p></span></div>

December 2015 (see archive) for this Blog little did we know that in just a few
months the scenario we outlined then was starting to take shape.</span></div>

there was a sigh of relief from the communities that form an arc around the
north of Chichester such as West Broyle, Lavant and Strettington, who were on
or near the line of a northern bypass option for the A27, when they heard it
was suddenly removed by Highways England (HE). Yes
joy around the diner table for those in the north but horror in the Villages
off the original southern bypass.</span></div>

<span style="font-family: "calibri" , "sans-serif"; font-size: 13.0pt;">Sadly
since then, this decision by HE has turned a once harmonious and happy
Chichester into one very much divided with groups supporting either a new
northern bypass or a serious expansion of the old southern bypass. Both sides are
now engaged in a serious social media and letter writing battle.<o:p></o:p></span></div>

<span style="font-family: "calibri" , "sans-serif"; font-size: 13.0pt;">As
well as numerous Parish councils there are groups such as The Chichester Ship
Canal Trust, and Environmental organisations. Then there are others who support
the growth of Chichester through a transparent and ethical process. Another is
supporting an improved A27 that benefits the city and the area as a whole.
Another Supporting locals of Chichester who disapprove of the current Highways
England 5 options for the A27 and so on.</span></div>

this came to a head on Thursday 15 September when the WSCC’s Environmental and
Community Services Select Committee sat to debate the councils Response to the HE
Consultation on plans for the A27 at Chichester. We won’t go through it all as

what is to be done? As we said in our December 2015 piece a divided campaign is
a lost cause, no-one is going to be happy with the end result because unless groups work together HE will submit their preferred option to the Secretary of
State for approval, and the chances are he will approve it.</span></div>

not really interested in your problem of how to get in and out of the City or
on or of the A27. Their masters only want to improve the capacity of the road
to improve inter regional connectivity. That means more and faster polluting
traffic affecting everyone north and south as well as your neighbours east and
west. Stand firm don’t allow them to inflict that upon you – or us. What is
needed is an integrated transport system with all modes of moving people and
goods about being employed. Trouble is, as HE have said many times ‘We are
Highways England and that’s what we do, Highways’.<o:p></o:p></span></div>

The inside meeting started promptly at 19:30 with the
Chairman introducing the speakers and explaining that the meeting was being
held in order to let residents know what could happen to the A27 through
Lancing and Worthing over the next 6 years or so.</div>

The speakers then explained that the A27 was a road
controlled by Highways England and it was they and their consultants Parsons
Brinkerhoff who setup what is known as the Stakeholder Group (SG) of interested
parties during 2014 to evaluate the various options available. The interested
parties are both local MP’s. Various councillors. An assortment of local
business leaders and environment protectors. But no local residents, that was
until very recently and after many options for the road had been rejected by
the SG.</div>
<div class="MsoNormal">
There have been four SG meetings since 2014 and at the start
there were six options including tunnelling – there is a full list of the
options if you scroll down to the last posting then click 'older posts' it's the next post.. Following the ‘pruning’ all
that is left is the on-line option, or as most people would call it the
existing route of the road. No relief road or bypass north of the downs or
under it due to the cost. Nothing but the existing road either turned into a
multi lane dual carriageway or a do minimum scheme of selective widening with
traffic signal and roundabout work. Both will only encourage even more traffic onto the road and the deadly pollution it creates.</div>

as the name suggests relief from the pollution and mayhem created by even the
existing road. And so do 90% of those in the Hall judging by the questions
asked after the speakers had finished.</div>

Questions such as: We can’t get out of our driveways now
without waiting for god knows how long when a gap in the traffic will appear.
With four lanes to cross we’ll be trapped.</div>

Another questioner asked what happened to all the £millions raised
when the houses and land compulsory purchased was sold following the collapse
of the 1995 scheme.</div>

Perhaps the highlight was the opinion offered from local
resident and radio traffic report presenter and statistician. He quoted from
his 15 years of traffic stats that indicate unless junctions are improved
traffic will still bunch up. Not in the existing pinch points, but on the newly

option is within the South Downs National Park (SDNP), but compared to what
could be on the cards for the Arundel A27 SDNP section - Binsted village cut in
two, ancient woodland trashed, monstrous viaduct destroying iconic landscape vista
- residents feel to fully bypass Arundel. Worthing and Lancing in one go; this option
should have been looked at closely by Stakeholders much earlier.</span></div>

<span style="font-family: inherit;">Even our long suffering friends in Storrington are likely to
support this option if traffic is removed from their High street with their
long mooted bypass that this option could provide. Those using this route
already and backed up by a Google flyover, indicate any land needed for any improvements
to the existing roads should be available.</span></div>

<span style="font-family: inherit;">The fly in the ointment is where the B2139 climbs out of
Houghton onto the A29 at Whiteways Lodge. A tunnel would be needed as the
gradient is difficult for lorries. A
bypass for Amberley and Houghton should be included as well.</span></div>

Storrington is 20.7 miles and takes 36 minutes.</span></div>

minutes. Google computes both without traffic.</span></div>

a move to implement an integrated transport system Labour will campaign for the

has not been shy either to take on the latest A27 upgrade saga. Already part of
